Report of Overseas Absentee

Voters who are registered as residents (including overseas Koreans) and wish to vote from abroad must file an Overseas Absentee Report.


The overseas absentee report procedure is as follows.


During the overseas absentee report period (from 150 days before the election day to 60 days before the election day),


Those who are eligible to report overseas absentees residing in Korea (submit an overseas absentee report to the Gu/Si/Gun Councils)

Those who are eligible to report overseas absentees staying or residing overseas (submit an overseas absentee report to the embassy (overseas elections returning officer))

Gu/Si/Gun Councils prepare a list of overseas absentee report candidates for 10 days starting from 49 days before the election day.

※ Withdrawal request is possible during the overseas absence report period or until the expiration date of the overseas absence report list preparation period.


Gu/Si/Gun Councils will allow the overseas absence report list to be viewed for 5 days starting from 39 days before the election day, and will accept objections to the list.

※ Registration status can also be checked on the Ministry of the Interior and Safety website and at overseas diplomatic missions.


※ If a legitimate voter among those who reported overseas absence is not included in the overseas absence report list, a written application for registration can be submitted by the day before the list confirmation date.


The overseas absence report list is confirmed 30 days before the election day, and is effective only for the relevant election.
