    Overseas Election Commission


  • 1. Establishment Unit

    - Embassies according to Article 2 of the Act on the Establishment of Overseas Missions of the Republic of Korea

    ※ However, embassies that do not perform consular affairs or do not have a consular jurisdiction and embassies that do not have an embassy office within the consular jurisdiction are excluded

    - Branch offices or branch offices according to Article 3 of the Act on the Establishment of Overseas Missions of the Republic of Korea


    - Offices that perform consular affairs in areas where embassies are not established

  • 2. Establishment Period

    - From 180 days before the election day to 30 days after the election day (approximately 7 months)

    ※ If the next election is close in time, until 30 days after the next election day

  • 3. Members (Commissioners)

    - Qualifications: Non-overseas voting management officer/Party member, but eligible to vote for members of the National Assembly

    - Composition

    · Up to 2 members designated by the National Election Commission

    · 1 member recommended by each political party constituting the National Assembly negotiation group

    · 1 member recommended by the head of the embassy or the head of the embassy from among the embassy members

    · The number of members is an odd number

    ※ However, if there is a change in the number of political parties that have formed a negotiation group in the National Assembly after the formation of the Overseas Election Commission, the current number of members shall be considered the number of members.

    ※ The chairperson and vice chairperson shall be elected from among the members, but the head of the mission (including members recommended by the head of the mission) cannot become the chairperson.

  • 4. Secretary, etc.

    - The chairperson of the Overseas Election Commission may, in consultation with the head of the mission, appoint a secretary, secretary, and election workers from among the staff of the mission.


  • 5. Duties

    - Decision and announcement of the location and operating period of overseas polling stations, etc.


    - Voting management at overseas polling stations


    - Appointment of overseas polling station polling station polling officers and selection of election observers


    - Supervision of election management affairs performed by the overseas polling management officer


    - Affairs related to prevention and crackdown on election crimes


  • Polling Station Officer

    Target


    - The head of each mission shall be the ex officio overseas election management officer (permanent)


    ※ In the case of a mission that has both the head of the mission and the consul general, the head of the mission shall be the consul general. Can be designated as an overseas voting management officer


  • Duties

    Target


    - Receiving and processing overseas voter registration applications and overseas absentee reports


    - Publicity and support for matters necessary for overseas citizens to exercise their voting rights


    - Installation of overseas voting stations


    - General management of overseas election affairs such as domestic return of overseas votes


    - Support for the operation of the Overseas Election Commission
